2.1 Understanding the need
The work must renew the enclosure, systems, and finishes without fully interrupting Municipal Library services. Our strategy maintains controlled public access, egress routes, and essential services during every phase.
The core challenge is not only completing construction on time, but continuously separating patrons from the work, coordinating closures with administration, and protecting collections from dust, vibration, and moisture.
2.2 Phasing strategy
- Phase 1 · west wing and temporary services; public access through the east lobby.
- Phase 2 · central core and MEP; noisy work outside peak occupancy hours.
- Phase 3 · east wing, testing, and transition; turnover by zone after joint inspection.
2.3 Operational control and communication
The superintendent will coordinate closures, routes, noise, and critical activities with administration each week. Every phase change includes inspection of barriers, signage, accessible routes, and the updated emergency plan.
2.4 Applicable experience
The protocol builds on two recent occupied public-building renovations where the team delivered by zone, monitored dust, and coordinated daily operations without total service closures.
